Caisson IO appointed ECO Connect to deliver 157 commercial EPCs and bespoke MEES reporting across a multi-estate pension-fund portfolio in South Wales.

The proposition
The portfolio included expired certificates and lower-rated assets. The client needed a clear, current compliance position and costed improvement pathways to support MEES investment, budgeting, leasing and risk decisions. ECO Connect took responsibility for the full programme rather than treating it as a collection of disconnected surveys.

ECO Connect allocated the workload, managed exceptions, tracked every property centrally and provided clear progress updates.
Survey evidence was reviewed for consistency, with added scrutiny wherever the proposed rating was unexpectedly low.
The instruction
The 157 completed properties were spread across Cardiff, Bridgend, Cwmbran and Newport. They were mainly occupied or vacant workshops, storage buildings and distribution units, all requiring consistent assessment within a demanding programme window.


Access and delivery
Fisher German issued the initial access communications. ECO Connect then handled detailed responses, opening-hour restrictions, returned properties, PPE requirements and unforeseen access issues. Appointments and progress were controlled centrally through a shared Google Sheet and the programme’s audited delivery process.
Properties were distributed between three reliable commercial assessors trained to ECO Connect’s delivery standards.
Access queries and business constraints were resolved through ECO Connect, Fisher German and site contacts.
Survey evidence and draft results were checked before lodgement, with technical queries managed centrally.
Completed outputs were transferred to the client and summarised in a master portfolio spreadsheet.
Quality control
Assessors followed the same surveying expectations and bespoke MEES reporting structure. ECO Connect handled missing evidence and unusual buildings centrally, while low or unexpected ratings received additional visual and technical review before lodgement.
Assessments were reviewed before lodgement, with enhanced scrutiny of lower ratings and results below the historic EPC.
Reports presented costed measures, relevant limitations and modelled scenarios showing practical improvement pathways.
Property-level outputs were consolidated into a useful master view so the client could identify priorities and exceptions quickly.
Verified outcome
The master portfolio analysis confirmed that 156 of 157 completed EPCs improved. It also identified the properties requiring further attention, supporting future investment, leasing and asset-management decisions.
These figures were cross-referenced against the completed EPC records and the original programme spreadsheet.
